Locus Magazine publisher/editor Charles N. Brown holds the record, with 29 Hugos, while Ansible publisher, fan writer, and author Dave Langford is just behind with 28. Connie Willis holds the lead for most Hugos for works of fiction, 10, followed by Harlan Ellison with 8 (counting his Star Trek script) and Poul Anderson with 7.
