    This first year's Nebula ballot was unusually long, compared to later years, because there was no nomination stage; everything receiving even a single nomination ended up on the final voting ballot. In following years only works receiving the most nominations were placed on the final ballot; beginning in 1971 two stages of voting were implemented.
